Fully agree with OP. Right now game is mostly cross country running simulator (especially on central hive servers with very low amount of vehicles). With new changes it becomes an eating simulator too. I expect next will be pooping and pissing simulator - allowing you to poop and piss only in special places, located at Electro, Cherno and NWAF. I hope, standalone won't have the same retarded mechanics - otherwise I won't buy it. :) And yes, this is what happens when competent leader steps aside and allows diletants to run the show.

What's the best way to keep a sever populated?

It is as easy, as 1, 2, 3. :) 1) Lots of vehicles, helicopters and planes on the server. 2) Custom locations on the map - right now official Cherno map feels a bit dry after 1000th run. 3) Prompt banning of hackers and jerks, which prefer not to play, but to ruin game of others. Right now our squad plays on the server with private hive, which fully satisfies this criteria, and we are really happy. :) -

Unless they have some physical or mental disability, any average person can use scoped rifle with minimal instruction. Of course, they won't be able to execute 700+ meters shots on moving targets with some wind, but at medium ranges they still will be able to hit stationary targets at the center of mass region. And if you think that using assault rifles with iron sights in CQB is as easy as pointing your finger to enemy and telling "BAHM, you killed!" then try to shoot them against stationary targets at firing range. You WILL be surprised. :)

Want to know why player cooperation is broken?

Because right now there is very low number of zombies in the game, and they do not pose any treat to experienced people! Let me tell you - when I only started with this game i thought that I will meet hordes of zombies on my way so I really looked forward to cooperating with somebody still alive. But then, after I played for some time, I realized that experienced person can still clear up whole towns, using proper tactics and proper combination of tools, for example like aggroing zombies with lee einfield or winchester and then killing all of them inside some barn using PM. Of course this is an exaggeration and preferred tactics is just sneaking inside and taking everything you want, because zombie count, again, is too low to prevent you from doing it. So there is no need for cooperation right now, and you can perfectly survive on your own. And right now, when you see a stranger, it is best to shoot him first before he is shooting at you - because you don't need his help and he can be the bigger treat then bunch of stuipid zombies. :) I personally, like this play style, substituting player cooperation with PvP. But I have some confusion right now, cause I'm starting to feel comfortable in this game, and you are not supposed to be comfortable in a post-apocalyptic world packed with zombies. tl;dr - zombie count is too low, game needs way more of them in order for player cooperation to work properly. -
Yes, tins can break hospital glass without any noise to nearby zeds. Tested by myself. :)

Who are "we"? Bandits, who prefer to kill new defenseless players just for the sake of killing? For me, who plays alone, heartbeat addition is a good thing. Now I don't have again any doubts should I kill on sight, or it is better to negotiate peaceful solution using direct voice communication.

Have you ever been in Prypyat zone? I was there, and I can say that 20+ years are not enough for buildings to even look like worn out - despite the lack of maintenance to them. Back on topic - destroyed cities would be appropriate if there were full scale combat between two major forces with heavy armament. But I doubt that such event will happen during decease outbreak - at very maximum, Police operations will be commenced, and Police usually don't have artillery, tanks and aviation with heavy bombs. And even if army would be employed (as a last drastic measure), still it will use firearms, not heavy weapons. :)
