This all reads like you're playing on a laptop. Am I right in guessing that? As Richie above says, DayZ Mod is intense in regards to CPU usage. I'd recommend upgrading that as a primary, if you're concerned about DayZ Mod gameplay specifically. In a general respect of PC Gaming though, you could do with them both being upgraded.

Personally, I don't think there's much excuse for people to cheap out or put little effort into the UI and main menu's, and the like. Obviously the key is having an awesome game behind a pretty set of splash screens and stuff, but it certainly is something that I'm aware of.

I'd much rather the Can I Run It thread. It's not a yes/no thread... It's a thread for people to discuss system specs in a very general sense, how to improve upon them and how it will cope with DayZ. That is far more valuable than being told by a pre-determined answer.
