I played in more weaker hardware, and fps as normal 50-60.

try in parametres of launching type: -cpucount 2. and worth FPS in cities, have some players after last beta-patch,

Try connect to another servers.

You should wait over 5 minutes, if loading not ending, close game, try reinstall beta-patch, or enter on other server(15% after new beta-ptach, have unlim loading screen)
