Do you have a source on that, or is that simply your personal definition? As far as I can tell, beta is when assets and features are complete and bugs are the only thing left to fix. Alpha code is typically kept out of public's reach, but that doesn't necessarily mean it can't be publicly available. Unless you have something substantial that definitively states otherwise, that is.
