Only 5(?) hats in the game did this and they stopped making them after the community gave massive backlash for it. You also needed to equip the rest of the weapon set so it was more of a downgrade then a boost.

We met in a barn randomly when I had a shotgun with no ammo and you showed me where elektro was. I died when I glitched through a wall and got stuck on a building I couldn't get down from normally.
