Similar thing happened to me last night. Was trying to figure out how to talk (new to all this) while some guys in the church were killing me. I start over and head back there to try and be friendly with them, get some advice, etc. I'm crouch-running a few yards away from the church and my screen hiccups a little and I instantly have pretty much the same kit. My gut reaction is hacks, but I thought maybe a firefight happened before I got there and I somehow picked up one of the fallen guy's loot. I ran north and logged off in the woods but I think I'll have to log back in and ditch all the gear, I don't want gear I didn't earn, and I want the full experience of learning how not to be a noob in this game. Not sure I'll ever have a kit like that.
