The game doesn't discourage it at all. It is a sandbox, people play how they like. If you want to group up with people, go ahead, but don't frame is as a problem when people don't want to group up with you and you die as a result.

I honestly don't see the downside to there being a shoot on sight mentality. I stand to lose the most by trusting people I don't know. I stand to gain the most, or remain the same, by shooting people on sight.
