@Jakeke You can't actually do that, there is no way you can tell if the weapons are legit or how they got them. If a hacker spawned a weapon in and threw it into a random tent and a legit player found it they'd 9 times out of 10 take it and how they got it was legit, they didn't use any scripts to get it and as others have said the TWS was in the mod and was removed so some are legit although a large amount is duped/scripted in, even in the battleye rules they say they will not ban people with illegal weapons because it doesn't mean they spawned them, I think you should just leave it to battleye to ban the spawners instead of banned the legit ones.

If you can run ArmA II then you can run Arma III, the optimization is apparently better so it will run just as good as Arma II (if not better).

Alt + F4 closes the game down, but if you'd do any research about it having a timeout is not possible on the ArmA II engine.

It wont run it 'good'. My brother has a GTX 560 ti, quad core CPU with a higher speed, same amount of ram and an SSD he can run DayZ max settings at around 40-50 FPS in the forests but in towns around 15-20 which is laggy as hell, being on lowest settings he can get almost 30-35 in towns, so it can run it yes but not on highest settings without lag.

It's a weapon that isn't in DayZ, but just because he had the weapon doesn't mean he used any sort of hack to spawn it, he could have done the same as you did and got it that way. So maybe banning him is unjustified as there is no actual proof he spawned it.

You can get it when you like, cars do not respawn unless they get blown up, therefore if the car is fine it will stay in the same place. But if someone has taken it, then it could be gone, also, server restarts send the vehicle back to the last place it was saved.
