After trying to solve the problem for a couple hours, I realized that the version that the game automatically updates through Steam (1.60xxx) does not match the version that other players are using (1.62xxx) on Six Launcher. I went here: http://www.arma2.com/beta-patch.php/ I downloaded the latest beta patch (the one at the top in the green field) then installed it. I'm not longer stuck at the loading screen and playing the game.
