Do you not think if there was a solution to this problem it wouldnt already be implemented? The devs are working diligently on this and will update when they find the correct solution.

You can rent some from server hosting companies google it.

They are in game but super rare and lots of spawn points

Maybe you just havent found any players with your playstyle check forums/join voice chat for servers to find friendlies, dont expect to much if you see someone in game and the interaction is with bullets.
