You dont play in Chernarus, you just play in one of its least developed province South Zagoria near the borders with Russian federation. There used to live large minority of Russians hence the cyrilic name of towns , but rest of chernarus speaks czech.

Because population of South Zagoria ( province of Chernarus - in game area ) are russians , but majority of Chernarus are chernarussians ( czech) and they use roman letters.
