yes but you can get stuffed from being hydrated or energized only. That doesn't mean your food or water is above 3000 therefore you will not get healing/health status Edit. I think it's max 5000 and you need to get above 3000 to start healing or 2500 something.

You must first find maps ingame as loot item. Then you can press M button to see Chernarus

You must be over 5000 food/water to start healing. If i'm correct being bright green on both doesn't necessarily mean you are above 5000. Just that you are stuffed. I don't know. Anyway it might be delay also before it shows.

Yes, we probably run way to fast. But I don't think they should change it until we get a weight and stamina system implanted. We don't have any vehicles to travel with so it would just annoy people even more.
