As I've said, it's definitely happened to me with no ghillie.

I once had a suspicious character give me an M9SD. It was my first ever silenced gun. I shot a few zombies to try it out but... it just didn't real right not having earned it. I ended up leaving it somewhere in a forest. The end.

This has happened to me twice now and on two different servers. The first time I had a ghillie suit and the second time I had civilian clothing.

Yeah, my primary weapon always feels pretty useless when I'm not defending myself from other players. It's usually not a good idea to use against zombies. I wish I could bring out the hatchet more often. That said, it did bite me one time when a zombie one shotted me to the ground and I laid there unconscious while he ate me.

Here's what I think: I'm new to the game but I don't mind guys like this. Sure, the best experience would be one with communication (however tense it may be and regardless of the outcome), but it's also realistic to have people who SOS. I think we can totally imagine individuals or groups of people in the post apocalyptic world who simply shot everyone they didn't know. Why not? There would also be the few good guys... Which is what we have. So I don't know, but it seems there is a balance here that might not be too far off from what would really happen. I say bring me all on, the grifters and all. There will always be those who prey on the weak, those who protect, and those who just try to get by. All types can have fun in this awesome game in my opinion. I've been killed 3 times and I haven't killed anyone yet, but it's been fun man.
