found a fix. if on steam, close it completely, right click on steam in the startup menu, click run as administrator, and all is well! :)

an update for what fixed it? i have this problem, Steam bought this evening, followed instructions (opened Arma II and Arma II CO before trying to play) also ArmA II OA wont load, with 2 error messages... mine isn't cracked, bought right off steam
