You should add a proper example of things in your list, for example "Do not sprint through towns" could have "Crouch, prone and always use cover in towns" under it.

http://www.systemrequirementslab.com/cyri/intro.aspx set it to DayZ, Arma 2 or Arma 2: Operation Arrowhead. DayZ and OA are your best bets, but try them all for consistency.

Or throw flares in the middle of nowhere, in the middle of a city, or in an airfield to get others scared, just make sure you throw them somewhere you aren't.

You can't, this prevents going on different servers and piling up cars all in one spot, wouldn't make sense having so many vehicles on one map.

I meet people very often when I want to, but I don't want to most of the time. Woods = No players, Cities/Airfields = Lots of players. -

Alt + F4 may work, but I do Alt + Tab and then right click it on my taskbar and press close window. Hope this helps! Edit: I do this if close window does not work. Just open up task manager through the taskbar or Ctrl + Alt + Delete -
Can you use NVG's with sniper scopes??

Some snipers you can, others you can't. All I know is that the Designated Marksman Rifle and M14 work with NVG. There could be more though. -
