get a better graphics card, this is the problem to most lag on computer while running any game -
well, i hope your friend doesnt have the illegally download version of arma 2 and arma 2 OA, also you can not play at the same time on the same steam account

same happened to me, i miss my ghillie :(

i believe it is all about the servers you join, you can get stuck in the loading screen or the "create a character" screen. to fix it find a server with at least 10 people in it.
