if memory serves me correctly, it is something to do with muzzleflashes. Maybe creating a custom muzzleflash so the other players could be seen easier?

Location ID's are assigned by the DayZ team as part of the server application process and can be seen on the services page by the server owners, both parties should check their relevant pages and double check they are using the correct ID's.
