I joined a recruit server a few ,minutes ago and couldn't slow crawl despite double tapping shift any ideas why ?

I'm new to the game and was wondering if the items re spawn or once they're picked up are they gone until that player dies and they drop there ? Ive covered a lot of the starting coast and haven't found much, also why is 80 percent of the building not able to be accessed.

whats the different server types like recruit vs veteran ? also do you start out with a pistol or anything on some servers ?
