I think this is pretty accurate because you will have to focus your attention down your scope during a shot (in real life) and it just looks better than having your entire screen be a scope view. Yes, you can quickly avert your attention to other things if you weren't focusing down your scope, but you can do that by letting go of the scopeview and quickly looking around. I would say this is pretty authentic and a good mechanic to have in the game.
