You also have my beans, I've always thought they should make a freshly spawned survior ( be it male or female ) look the same. And all the other skin types have to be looted. Civilian skins in residential, like the other survior skins, maybe the Chernarus Rebel forces hoody uniforms as a rarer drop. Industrial buildings could have uniforms that consist of the working man clothes; construction workers, welders, and maybe lumberjacks. Possibly put cop/SWAT as rare drops. Then have all camo clothes and ghillie suits moved to only military bases, along with other Russian and Chernarus uniforms. Then maybe add british uniforms as really rare spawns on crashed helicopters, since they spawn the only BAF loot.
