Rocket has said the standalone version is planned to be released later this year, so I don't know how it could be based on ArmA 3's engine when it isn't even finished. Maybe the standalone will be ported to ArmA 3 somewhere down the line.

No, for one thing ArmA 2 would need to be ported to consoles. But even then you wouldn't be able to play DayZ since consoles cant use mods.
