There would be an easy fix, make any restart delayed by 10-15 minutes. So whenever you trigger a restart it will not happen as soon as you request it, but will be scheduled for later. Sadly it won't fix the whole "restart for loot respawn" issue. Funny enough, we have this kind of issues and people keep screaming all day that private hives will solve everything.

I don't think roleplay is covered under "verbally abusive". I'm not even sure where it would be considered an out of game verbal abuse, i mean if on global chat then yeah screaming insults could be considered verbal abuse. But in local? I don't really know. -
The sleeper feature is by far the boldest idea thing rust brought to the survival genre. Yes please, even if it's just for a week :D

People laugh at the idea of a flintlock but they find perfectly normal for the game to spawn day after day guns that nobody can build anymore (after the outbreak that is)

Sorry but this is a shitty idea. This is a game where you can apply antiseptic, or drink it, not because it's edible, but because "why don't we allow players to eat and drink anything regardless of whether it's gonna be good or not". And you come talking about "Base establishing structures", radius restriction, minimum playercount and base value?
