Here, Here! While there is most certainly a place in strategy for the razor wire in game; there are too many problems with it both within the negative cascades discovered by griefers to the issues it currently has within the engine itself. So its a yes from me, remove it until you guys have less things to worry about. -
Good place to look for spawns and percent chance is on the wiki, there is an interactive map that contains loot info including the info your looking for. Just a warning though it can become addictive using that map as it does make the game a lot easier in the sense that you know exactly what buildings on the map you can go in and loot and which ones are a waste of time crawling too.

It seemed to work on mine, I had no player kills and my two mates heard nothing on me but mousing over my friend Alex with 4 PK's on his life I heard one and on James I heard a slight one as he only had one. It may be bugged but it does seem to also work as intended as well for me any way. You've got all the latest patches and the OA Beta installed? It may be that your lacking an important section of the engine released within one of these but if you have all installed properly then I'd say it is just a bug that Rocket and team will probably fix in the short term, I mean they patch this Alpha like its going out of style! Post Script: Also it could just be that you had so many player kills the scripting cut the sound off, It's programmed to rise with PK statics on the character but I imagine that if theree was an issue with a "Sound leveling" as to your high number of player kills the game might cut it off at a point or it could be in a cycle system, rising to a certain level of kills and then reseting. Also remember that dying and respawning resets those attributes. -

That's the sort of thing I was thinking. And hey I'm still playing right? but many others might not, the goal in creating a good game is Reward divide by Time= > or < Fun and when Time or risk is beginning to heavily overshadow reward you start to lose players. The problem is that with use like this its a very negative cascade* (Cascade: Design term for when two different components of a video game react or are used in an unexpected way) as they were meant to help create fortified bases, not to just lay somewhere to piss off people while you go to log off and eat a sandwich! We need to make sure that we can foster this amazing thing called Dayz to keep growing!

Hello there all, Now I bought ArmaII two days ago simply to try out Dayz and you know what? its very buggy (As Alpha versions tend to be) but still I'm really enjoyable! I'm loving it. But I have noticed something which has really began to ruin the experience for me... Razor wire. I know this seems to be a common post but please hear me out. I've just spawned, with no gear and if I have to spend almost an hour running between Power station, Fire station, Rog por and Airstrip which are meant to be newbie loot spots and find myself bared from them all by wire I begin to find it not as fun and I'm not going to be the only one. This Mod could easily go the way of the Crysis Warhead Mechwarriors or any other amazing mod lacking people just because of this sort of new player griefing. I expect to get shot at some point, but I also expect to be able to bloody play! TL DR Razor wire griefing equipment spawns for new players is cruel and stupid, if we start to lose new players we won't have much of a mod.
