    It's pretty simple to fix. All you do is turn off UAC: Open Control Panel Select User Accounts Select 'Change User Account Control Settings' Change the slider to Never Notify Restart your computer now and then run Steam as admin by right clicking the shortcut and clicking "Run as administrator" Hope this helped! :D
