    Tested this out (had a hunch), as it stands with the current mechanic, if you convert every mag you have for it, then reconvert it back, it will refill it (I had a 1911, used all but 1 shot in every mag which I only had 2 of, converted to .45acp, reconverted back to 1911, mags were refilled). June 20th, 2012. Around 4:00 EST. Patch 1.7.1.4 Dont know if any other info is needed.
