Your paying $70 a month for a server that can't even hold 50 people? That's odd, you should think about switching providers.

Us100/101 host their own mumble server. This is a great alternative to side chat. Since mumble uses little to no resources it is very practical for server host

I make my server admins on us100/101 give at least 3 minutes in advance before a server restart. The only time this does not happen is because of a server crash.

I think the server has to be set to hardcore, but don't quote me on that.

If your instance ID is <1000 then it should, if not you have to wait.
