    RGB values for weather elements on console

    Adding the ability to change color values for fog, rain, lightning, sun, moon, stars, clouds within the weather xml file if any of it is even possible... will add a tone of new elements for RP servers on console. It should be fairly easy to implement and should not impact the performance of servers to heavily. Would anyone have a use for something like this on a server?
