So I'm thinking, what would be a cheap and noninvasive way to get people who have access to radios/PA systems to get on the same frequency. Well, there's that radio station at Altar. I'm thinking, what if some of the billboards around chernarus, former ads for the Radio Zenit, could serve as a guide for this universal frequency. Say you have a billboard asset that has, say, 104.7, or 98.1, or something, emblazoned on it clearly, and dot it around chernarus. Now if you've got a handheld transciever, and you tune into the frequency, there could be a chance that, purely through people organically seeing the billboard, they are on the same frequency.
