UK 306 meets all but one of your requirements. It is hosted in UK, but it's on a dedicated machine, so the lag is not bad. It usually has around 5-20 players during the day up until about 11 PM (UTC/GMT -5 hours).

If it doesn't have non-dayz weapons like the AS50 TWS or Gold AKs, it might not be hacked. It's likely the work of dupers that have too much time on their hands.

Yeah you can't be too far from the charge(s). It has a range of about 100-150 meters I think.

Private servers are not illegal if they're not connected to the hive because the only advantage you could get from playing on one is experience. Private/passworded servers on the hive are illegal.

Northern towns are not dead. You just don't notice anybody because you make too much noise tromping around in the woods. Most people in the north (including me) probably don't want to die. So if they see someone, they're not going to just open fire but instead try to sneak around. That's what I do, anyway.

You wont find a server that is 100% safe from hackers. That's impossible. If BattleEye doesn't catch everyone, it's up to the server admins to look through the logs and find out who was scripting and ban them.

I was playing with two buddies around the NE Airfield and we found an outhouse in a barn. I was in a careless mood and opened it and tried to enter, went prone and sat there while my buddies had a laugh. Well, one of them decided to close the outhouse door. My leg instantly broke and I went to -17000 blood. We laughed for about 5 minutes because an outhouse door killed me. Good times.

I think we should all spawn with a box of spaghetti and we have to find pots and fresh water and gas for ovens to cook the pasta and then we have to braid it into a rope to strangle people with.

Yeah but people often unload a few extra rounds just to be sure. If I knew my target would die with 4 rounds, I'll give him two more. And then there's latency. You shoot 3 times but he's still standing and shooting back because the server hasn't registered the shots yet.

That's what my buddies and I do. We'll move servers and kill the Elektro snipers. It's good fun!

If it was clear he didn't notice me and was moving out, I wouldn't take the shot. If he noticed me and/or decided to stay in town for a while, I absolutely would. Yesterday I found a vehicle that needed repairs so I was going around the area (and up to 1Km away) to find what I needed and along the way I encountered someone with a hatchet when I had a revolver. He didn't try to hit me and left the area shortly after so I didn't bother to end him. Then later when I finally got what I needed and repaired the vehicle, after mounting up I was shot out of the drivers seat. I returned later to find the vehicle missing. So yes, I would take the shot IF someone knew where I was and was not leaving the area.
