I had the same error on my server and then had a though so I set up a test server on my dedi that only included the mods from my normal server if they had a mod.cpp (so that in the Steam launcher the mod name was shown in the Set Up Mods and Join screen, rather than the server folder name). It worked fine and could connect. This seems to be an issue with mods without mod.cpp??? To verify, I added one mod without a mod.cpp and the error was back again
