anyone know how to change the fill rate on gas containers/jerrycan?

any way of fixing this or am I up the creek?

getting error message instance Id parameter is mandatory and must be valid 32-bit integer. I have tried every guide and every thing I could find online. Any help would be reatly appreciated.
