on default i had the V3S disabled on my server (i enabled them and found one), but now im searching the drivebelts, none found yet.

How to refill fuel to cars ??????

you can refil the cannister at the fuelstation and than from canister you can refil the car. -

Man the budget is cut and they will release a "cutted in half" .62 aka 1.0 so dont expect more stuff in game from the devs. maybe some goodhearth modder will make it happen after the modding tool release -
