I already had this problem. For me the issue was that is was starting the battleye client first and then the battleye client would start dayz itself, but that does not always work for some reason. If you go into the DayZ folder and then start the Dayz.exe manually it may work.
It is not possible to join a server in DayZ via a URL in the form of "steam://connect/{ip}". On the old UI when you open a URL like that, the client recognizes it but then gets stuck in the "waiting for host" screen every time. It doesn't really connect to the server and the character does not show up on the server. On the new UI nothing seems to happen at all. It is not an issue from Steam itself, the steam client recognizes it and opens up the window for the server and then tries to connect to it via DayZ.
