It just needs a better label then.

Blackpower weapons are something I would personally like to see in game, and there are a number of weapons that would be plausible to see in the area, such as the Nagant M1895, which where designed to use either black or smokeless powder (least, so I have been led to understand). Plus, well, if they do go and make amunition as rare as they say they may, than blackpowder would be a good reason to setup a base.

That makes sense to me. I think some of the first factories where for making beer in the days of Ancient Egypt... Also, in the early days of petrol-engined cars, many where built to be able to use alchohol as fuel. Fords where built that way until Prohibition (rather certian) and I think a number of Soviet era vehicles where equipped to do it...
