I have not used multiplay, I however can comment on load times. With our Public Shard on Vilayer it in general takes 5-10 minutes to reboot, our private shard is under 1 minute. Don't ask my why, but we've just become used to it.

We've never had anything not on our persons survive Wednesday apocalypse.

If you flip it and leave it it should flip upright with a full tank on server restart. If you don't touch the truck for a multi-day period, it's likely it will respawn elsewhere, similar to other items. (I can't confirm that, we always use ours daily.).

I experienced a similar issue when Vilayer had to change our node for our public server. There was a week long period where we could log on remotely but didn't propagate the public list because BI hadn't whitelisted us, this was about the same time you had your issue, so I presume that Multiplay wasn't giving you a load this time.
