is there a way to know if a server has persistence disabled or not?

Is it me or did i miss something (hadnt logged on for a while) that all the M4, FN45, and other weapons, attachments, and items/loot seems to be no where on the map anymore? All i seem to find at any military base or anywhere for that matter is boots and crap. did they just make all those items really ultra Rare to find and are trying to make it so much less common to find a decent weapon? also i want an Mp5 to use in game, anyone have good luck finding common spawn locations for them?
