You need a mountain back pack you can conceal your fishing rod in it and carry a melee weapon, the axes will fit in it as well. So you can carry an axe a shovel and your fishing pole all at once. put the shovel on my back "visable" and carry my axe and fishing pole in the pack. This looks less menacing to other survivers.
