Nope, not the same thing. He plays on one server to loot, meaning if he can't find what he needs, he moves on down the map... A server hopper can't find what he needs, he just hops 30 servers at the same place until he does. Playing on 2 different servers, depending on your mood, is not the same thing as hopping server to server to server to server looking for a specific item.

It just makes infinitely more sense for them to be there. If I understand correctly, you mean they could have sent in a few units to recover the weapons after the bases were infected? I guess that would make sense, but idk if it makes more sense than them being there for the obvious reasons they're there now. (military bases, camps, airfields etc.)

No, but it's certainly within "the whole planet", is it not? You're point is that apparently full autos aren't realistic in a survival game... Why? If the world just caught a disease and most just died off, you think the automatic guns would just POOF and disappear? I think you're the only person I've seen that says they actually do something about it. I don't host or play on those servers, so it doesn't really affect me. I don't really know if they're helpful or not, just the overall attitude towards them that I've seen. If it's working, keep doing it. I just don't see what complaining on the forums does if contacting them has proved benefitial.

Yes, but they also pay the providers salaries. It might be a violation, but they're obviously not doing anything about it because it's not important to them. That's why I'm saying either just play on the other MASSIVE amount of servers there are, or get your own and password protect it. I just doubt enough people will ever make a big enough deal about it for them to actually do something.
