Excuse my ignorance, how do i differ an official server from a private one?

While i was playin with some friend we got our guns taken away like if they have disappeared. And when we tried to shoot with our pistols, they didnt shoot even though they were loaded. We got killed by one guy. We were four.

I believe the same. I want to play in night. But the servers always restart by dawn. They should like when you restar the server, the server should maintain the time it was before restarting it.
