    I'm sure there will eventually be consequences for running around in wet cloths. Especially if you have no way of making a fire to dry out. One way to stay dry when filling a canteen would be to drop your belonings before wading into a lake. You would strip, get in the lake, get back out and put on your dry cloths. I tried this but getting soaked is a character thing, not a clothing thing. Once in the lake you are soaked no matter how many dry cloths you put on later. I would like to be able to improve how soaked you feel by changing into dry cloths. This would also make opportunites for ambushes a lot more fun.
