Yep, I've noticed that too. On a side note, several other buildings, prior to .42, do not spawn anything. Ex: Food, and backpacks. I know that's a bit off topic, but it could give a reason as to why you are unable to find pistols. None the less, I am sure that within the next few updates the "random" spawning system will come to life.
