    Yes, it is intentional for some servers/hosts. One whose name started with "Epsilon" gave no warning whatsoever until you have already joined in, then the loading text says "Your character will be deleted." What a POS. Hope that person dies in a fire. Slowly. That douche stole about 40 hours worth of equipment from me. So yes, for a POS host to put up a server and not mention what he knows for a fact will happen if you join is BS and most certainly intentional.
