EVERYTHING is lowest settings. i defragged my hard drive and nothing changed. what fps should i be getting? now im getting like 20 >.<

Desktop or laptop? Desktop Monitor resolution: 1920 x 1080 CPU: AMD FX-4130 Quad-Core Processor 3.8 GHz Graphics card: AMD Radeon HD 7750 RAM:* 8.2gb (idk how to find out the other stuff) SSD? (Yes/No) No what can i improve to hit the legendary 60fps? is this considered a mid-level PC like rocket said would get 60fps later on? i'd be fine with even 45fps but im getting a weird choppiness where it'll be smooth, then freeze for .5 seconds and keep going
