If you can get into it, you can repair it. You'll know one when you see one. Repairs depend on what portion of the vehicle is damaged. Engine requires engine parts, fuel requires fuel tank parts, hull requires crap metal, etc. You'll also need some tires and a few jerry cans.

Personally, I do it to chase Daylight. That said, the RU server is not any less trigger happy than the US or NYC ones, in my experience. Just my two cents.
