It would be great to see certain clothing/gear/uniforms spawn in appropriate buildings later down the line. Just like they do for military camps at the moment. I too saw this player do this on 2 different servers (Standalone). His stream was showing him lurking behind buildings with no walls so he could see/shoot right through them.
