I'm having this problem as well any luck in finding a solution

I'm having this problem as well. I've tried all the advice I've found online including: uninstalling and re installing the game with steam run on administrator. Re installing directx 9 and 11 and directx SDK. So far none of those things have worked and when I hit play on the game the screen goes black as if it's going to load the game and then it closes it and gives me the error creating direct3d 9 engine.

Same problem. I re installed game after running steam as administrator, re downloaded direct x 9 and still no luck
