I found one on a shelf in a fire station.

When I used the "load ammo" option it loaded all five cartridges. I have noticed however that you can't top off the mag after firing a shot or two, you have to wait until you have emptied the magazine. As for the ammo indicator beneath the rifle itself, it doesn't show any kind of round count for me either.

It has happened to me a few times. Once it was just random as I joined the same server I was on previously, but the other times have been when I changed servers.
