'shift' + '-' + 'flush' doesn't do anything

Change the texture quality to low, back to high, then to whatever one you want, if that doesn't work do the same with the video memory, no restart or reconnecting is required, just wait for it to make the changes. -
Try joining a different server to see if there's one with broken windows. Although that's just a temporary fix.

Try replacing the fuel tank anyway, just to make sure.

You don't have to disconnect, just go back to the player selection screen and respawn from there.

Try turning down "smoothing" to the right of the inputs in the control options. And you go to 3rd person by pressing the Enter key on the numpad.
