How long does it take for new servers to show on server list?

sednal you need to change your server to a new location you can do this from your control panel takes about 15 min then you will see the server in the list i had to do this my server the techs from gameservers dont really know what there doing when it comes to DayZ -

Why are all the US server on Night time its 10:00AM here on the west coast and all the servers are night
