I disagree OP. Once moonlight becomes consistent for all players/perfected it might be less of an issue for you.

iirc the prevalence of fog is to hide a reduced draw distance that helps with server loads. Who's to say that this part of Russia wouldn't suffer from Chronic Fog Syndrome irl? :P

I disagree. Their spawn should stay the same. If anything, Mak mags and .45 ACP should have reduced spawnings. -
Both rain and lightning storms exist in the game. Much like real life, they don't occur every 2 hours.

I believe a future plan is for characters to be bound to server (so 1 for each). Anything else and it opens the game to exploitation.

Not overly necessary. But it could be a nice simple addition later down the track because raising weapons or fiddling with ammo can be a pain in the ass.

Most deceiving topic of the century :P Excellent post OP. I too would like to offer myself if help is needed, particularly forum-side. I've had experience moderating forums of similar member sizes and would be glad to do anything to help pick up the slack during any hours (Australian Uni student here -my waking hours are rather flexible). Even simple janitorial work around the forums. -

The idea of "good" behaviour is very subjective. It;s safer to leave it as is. -

Definitely not the same distraction power, but some small distraction ability, like a empty whiskey bottle, for instance could be a good idea. If it's possible to limit the effect to night time, that would be a better implementation of it. If flares and smoke grenades had comparable power then smoke grenades are obsolete and flares become OP. Worth testing at least imo.
